20XX년. 사형제도는 폐지되고 대신 쾌락형이 제정된다. 그리고 여기에 스파이 혐의로 체포되어 유죄 판결을 받은 수형자가 있다. 이름은 허베이 하루나. 분죄에도 불구하고 사형보다 무섭다고 소문받는 쾌락형이 확정되었다. 쾌락형을 받은 자는 뇌가 파괴되어 쾌락밖에 생각할 수 없는 인형이 되어 버린다고 한다.
