世界征服を狙う悪の組織ディスペアーに所属する一人の戦闘員…ルーキー。今日もまた幹部によって理不尽な仕打ちを受ける。落ち込むルーキーの前に皆からおやっさんと呼ばれる窓際戦闘員が現れ愚痴を聞いてくれる。その時、セキュアレンジャーの急襲を受けるディスペアー本部！出動する戦闘員たちだったが、セキュア3号に倒され、遂には悪の組織ディスペアーは壊滅してしまう…。そして一ヵ月後、生き残ったルーキーは生活のため真面目に働こうとするが、悪の組織にいた者など誰も採用してくれない…。ヤケ酒を呑むルーキー…。その前になんと、戦火から生き残った仲間の戦闘員たちが…。皆もまたルーキーと同じような境遇に苦しんでいた…。未来に希望がもてない残党戦闘員たち。「俺たちは世間に顔向けできないような人間かもしれない。でも、俺たちは…ただ、世界征服って夢を、まっすぐに追ってただけじゃないか！それを邪魔されて、夢を諦めて……なのに、社会から煙たがられている。どうしろってんだよ！」そんな時ルーキーは皆に提案をする「なぁ、みんな。社会のクズだって言われるくらいなら、もう一度夢を追ってみないか…世界征服の夢を！」驚きを隠せない戦闘員たち。果たして、残党戦闘員たちは悪の組織を復活させ世界征服の夢を叶えることができるのか…？！
세계 정복을 노리는 악의 조직 디스페어에 소속된 한 명의 전투원… 루키. 오늘도 간부에 의해 불합리한 처벌을 받는다. 우울한 루키 앞에 모두에게 아저씨라고 불리는 창가 전투원이 나타나 어리석음을 들어준다. 그 때, 시큐어 레인저의 급습을 받는 디스페어 본부! 출동하는 전투원들이었지만, 보안 3호에 쓰러져 마침내 악의 조직 디스페어는 괴멸해 버린다. 그리고 1개월 후, 살아남은 루키는 생활을 위해 성실하게 일하려고 하지만, 악의 조직에 있던 사람 등 아무도 채용해 주지 않는다… 야케주를 삼키는 신인… 그 전에 무려, 전화에서 살아남은 동료의 전투원들이… 모두도 루키와 같은 처지에 시달리고 있었다… 미래에 희망이 없는 잔당 전투원들. "우리는 세상에 얼굴을 향할 수 없는 인간일지도 모른다. 하지만, 우리는...단지, 세계 정복하고 꿈을, 곧바로 쫓고 있을 뿐이 아닌가! 그것을 방해받고, 꿈을 포기하고... 어쩌면 어떡해!” 그런 때 루키는 모두에게 제안을 한다 “나, 모두. 사회의 쓰레기라고 말해질 정도라면, 다시 한번 꿈을 쫓아 보지 않을까… 세계 정복의 꿈을!” 놀라움을 숨길 수 없는 전투원들. 과연, 잔당 전투원들은 악의 조직을 부활시켜 세계 정복의 꿈을 이룰 수 있을까… !
